ESP has commissioned a paper on transforming education provision for children with disabilities in Central Europe as part of its efforts to support education-reform processes in inclusive education in Ukraine. CAECN Newsletter and Website

The first issue of the CAECN Newsletter was published on 1 December 2005. CAECN stands for Central Asian Education Cooperation Network, a loose network of educational policy centers and their partners in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan established under the ADB/OSI RETA #6124 Project. The CAECN newsletter focuses on Central Asian education-related events and new, important additions to the www.educasia.net web-site, but it also attempts to cover major global developments in the field of education.

Issue No. 1 features an outline of the Chile Education Forum, several national policy documents, and a series of ADB-sponsored events that took place this October and November. All those who would like to receive Issue #1 should send an e-mail message to melnikov_eugene@mail.ru with "English and/or Russian Newsletter Required" in the subject bar.

CAECN has begun work on two projects. As part of the Virtual Learning Space Project, a needs assessment is being made to gauge the capacity of the four countries to receive online professional education courses for education professionals. The other project involves research of private tutoring and its social, ethical, and financial implications.


Call for Proposals for ESP’s RE:FINE grant

The Education Support Program is seeking proposals for its fund “Researching Education: Fund for Innovations and Networking” (RE: FINE), which supports projects in the general education sector that further open-society goals in priority areas. The fund provides strategic grants for networking opportunities between NGOs and other organizations that support gains already made in the education sector in order to maximize the impact and enhance the capacity of civil-society actors in bringing about school reform. RE:FINE supports initiatives in countries where OSI is involved in education, including countries in South-Eastern Europe, the Caucasus, Central Asia, Mongolia, Russia, and Ukraine.

The priority areas of the fund in 2006 are: public accountability (which includes management, governance and transparent policy processes); equity, which includes minority rights, gender, equal access to information, and equal education opportunities; quality, which includes learning processes that lead to outcomes that further the objectives of an open society; and anti-corruption initiatives that intersect with issues of accountability and equity. Update on the Network of Education Policy Centers

The Network of Education Policy Centers (NEPC) met in Vilnius, Lithuania on 11-13 November 2005 to discuss “Education Policy Transformations and the Role of Education Policy Centers.” This was the third annual meeting of its kind, after gatherings in Bratislava in 2003 and in Tbilisi in 2004. Initially the network comprised members of the OSI Related Education Policy Centers, but new members that share open-society values have been joining the network each year. The aim of these meetings is to reflect on past activities and their achievements, as well as to find out about common interests and the possibilities for future cooperation. Regular information-sharing is helped by a bi-monthly newsletter called “Education Policy.” Among others, a major discussion at the meeting in Vilnius addressed the issue of how to maintain the network and allow for continued information and experience sharing. NEPCs mission is to provide and share expertise with decision-makers and the wider public, to support joint monitoring processes, and develop analytical skills across the region. Link to Education and Development Journal (RE:FINE Grantee Publication)

The Society for the Development of South-Eastern Europe (GESO) in Bosnia and Herzegovina has received a grant from ESP to develop and publish the “Education and Development Journal” dedicated to the reform of education at all levels (elementary, secondary and university level) in Southeastern Europe. The journal focuses on the implementation of educational reform processes and of modern pedagogical methods and techniques in the region. The journal has four main sections: education reform in the region, education and the economy, innovations, and achievements in the field of education. The magazine is published in Serbian, Croatian, and Bosnian, depending on the authors’ origin and preferences. All articles are translated into English and published in parallel to the local version. Online Database of OSI-Related Education NGOs Now Available on the Soros Network Website

ESP has developed a comprehensive, continually updated database of education NGOs that have been supported by OSI and ESP in Central and South Eastern Europe and the Central Asian region. The database is available here.
